WhatsApp is inbound-only (§21a)
Where you enable WhatsApp for the family Q&A assistant, it runs one way: a guardian writes first and gets an answer. We initiate no WhatsApp message — no sequences, no attendance alerts, no reminders. WhatsApp sits outside the registered A2P 10DLC SMS campaign and is governed by Meta’s WhatsApp Business Messaging Policy instead, and none of that relaxes any consent obligation: a guardian messaging on WhatsApp is never treated as consent to be texted, called, or emailed, and an all-channel suppression stops WhatsApp replies too. STOP works in the WhatsApp conversation itself, and records the same permanent all-channel suppression a texted STOP records — not because Meta or Twilio asks for a keyword on an inbound-only channel (neither does), but because 47 CFR §64.1200(a)(10) lets a guardian revoke by any reasonable method, bars us from designating an exclusive one, and applies that revocation whatever medium it arrived in. A guardian who writes “stop calling me” in the app they actually use has stopped the calls.
Two parts
Part one is the signed consent form (subscriber attestation, duration of consent, revocation by any reasonable method). Part two is the required scripting for every call, text, and email.
Required disclosures on every text
The first text of a conversation carries the full set: who is writing and from which school, why you are receiving it, STOP to opt out, HELP for help, WRONG NUMBER if the number no longer belongs to the person who consented, that message frequency varies, that message and data rates may apply, and a link to these terms. Every later text keeps the school’s identity, STOP, and the school’s own office number. Sender identity is required in every message — for calls by 47 CFR §64.1200(b)(1), and for texts by the CTIA Messaging Principles and the A2P 10DLC campaign registration, which is where a texting programme’s identity is actually registered.
8 AM – 8 PM outreach window
Automated texts and calls go out Monday–Friday only, and only between 8:00 AM and 8:00 PM in BOTH Eastern Time and the recipient’s own local time (worked out from their area code) — 47 CFR §64.1200(c)(1) keys its restriction to the called party’s local time, so a guardian with a west-coast number is never texted at 5am. Enforced in the sending pipeline, not just on paper. Enrollment voice calls run only in narrower weekday windows (9:00 AM–12:00 PM, 1:00–4:00 PM, or 5:00–6:30 PM, one attempt per window), and attendance calls in the morning.
Wrong-number safeguard
A WRONG NUMBER reply, or pressing 7 on a call, permanently suppresses the number on every channel, reducing the risk of texting a reassigned phone number. We do not query the FCC Reassigned Numbers Database and do not claim its safe harbor.
Recordkeeping
A timestamped copy of every executed consent, plus a log of consent status and each revocation, is retained as compliance evidence.
