Elira never marks a student registered from an upload alone or marks a student started from a date alone.

The rule

Registration requires satisfied applicable documents and an explicit school confirmation of enrollment requirements. Registered is different from Started; actual attendance needs a separate school confirmation.

Channels and timing

The school records registration completion. Eligible next-step messages follow the approved arrival plan; saving registration alone is not proof of delivery.

What can hold it

Missing or unreviewed required documents, unresolved exceptions, stale student versions and required school-source review hold completion.

What creates staff work

Staff approve documents or exceptions, confirm registration readiness and later confirm actual attendance.
